Rusty bike frame clogging up cycle racks

Sent to Richmond upon Thames Borough Council less than a minute later. FixMyStreet ref: 6037801.

There as rusty bike frame with no wheels or saddle dumped on the side of the cycle racks outside Tide Tables. The cycle racks there get busy, and it's using up a space that could be used by someone needing to lock their bike.
