Take away food cartons thrown out of car windows

This is an ongoing problem and litter picking is not the long term solution. Action 1 due to the lack of bus service on Heywood Old Rd. The rubbish bins have been removed. We need actions against the offenders, it's a disgrace and not an acceptable action. Heavy fines and cameras to catch these people and make a public show and this will make people think? A campaign for areas affected needs to be planned and implemented.
