This vehicle clearly parked on the pavement and double yellow lines,black V W ,YM73 BYN ,20:57 ,26 may ,obstructing access to pedestrians,visually impaired pedestrians disabled pedestrians wheelchair access and pedestrians with prams having to navigate the road to by pass this vehicle could lead to an accident…
