Parking in no parking area

Since the new properties were built, there have been issues with cars parking in or across the no parking areas. It prevents bin lorries, emergency vehicles and other vehicles from having full access to the lane and has prevented refuse collection and fire engine access in the past. It would be good to have double yellow lines painted or anything else that might help prevent this in future and to know of an effective way to report vehicles that block the area. Thank you.
