Illegal parking

Car is always parked on the pavement outside the Family Store at 50 Upper North St. There is a car there daily, blocking the pavement and driving onto the car narrowly missing pedestrians. The driver of the car is running rings round the parking attendants as he moves the car when they spot it and then he waits till the parking attendant is gone and then drives the car back onto the pavement and illegally parks again. It’s becoming a nuisance.
