Fruit market place parked on double yellow lines

This person came and parked on double yellow lines for over 30 minutes. I would have ignored it, but he was blasting loud music with open windows for half an hour if not more after 9am and I was woken up by that. The music was extremely loud and then proceeded to just watch random videos with speakers on so the whole street could hear it. People kept looking at that car, it honestly was a noise disturbance, but he also parked in a wrong place.
