Traffic lights broken?

Sent to Liverpool City Council less than a minute later. FixMyStreet ref: 6010218.

I pressed the button on these traffic lights and waited for around 3-4 minutes, but the lights never changed. I ended up giving up and walking to the junction at Smithdown. This is a standalone crossing so I assume should be activated by the button, I may be wrong.
