Overflowing/blocked drain

The drain is overflowing/blocked - causing flooding to the road. This is also causing the drains to backup to nearby houses.

    Tried to clear the top layer of blockage. However it is deeper than can be cleared with thick, heavy silt. It needs clearing as a matter of urgency.
