Overgrown plants outside 34-40 Lower Kenwood Avenue EN2 7LT obscuring view

I have reported the overgrown plants outside 34-40 Lower Kenwood Avenue, EN2 7LT, as they are significantly obstructing the view of me and my neighbours when exiting our drives. We have all had near misses recently and it is only a matter of time before someone has an accident. My neighbours have also both reported the issue.
The plants were last cut in approx November 2022 after I reported them.
Since then I reported it in November 2023, and again in May 2024 and just receive an automated email saying they aim to respond within 10 working days. I have had no response either time.
Please can you help in progressing this matter as I understand that we are not supposed to cut the hedges ourselves?
