Junction ignores people cycling and walking

Sent to Waltham Forest Borough Council less than a minute later. FixMyStreet ref: 5979068.

Junction does not recognise cyclists or pedestrians waiting at the crossing and skips the cycle and pedestrian phase frequently. Happens daily on my return commute from the city.

Results in people skipping the lights on foot and on bike.
