Car keeps parking in front of visitor space up on kerb

This person always parks in front of my car at the very end of the parking space and up on the pavement instead of parking in the free visitor space as shown in the photos. It makes it difficult to get out the parking space and is completely unnecessary. The person who parks there can be verbally abusive which does not resolve issues. I am also not going to be bullied to park my car elsewhere.
