Path completely unusable due to lack of maintenance

This is supposed to be an alleyway running alongside the concrete circles between The Blowings and Walkers close. At the moment the surrounding hedges and borders are completely overgrown making the path impassable unless you are able bodied and can walk up and over the concrete blocks. A member of my family tried to access the houses this way and fell off his mobility when scooter trying to get up and over. I am not certain but I believe Pye may own this area and I would like the issue reported to them. Any help with this matter would be appreciated.
