By pass traffic lights change too quickly

Heading in towards Tewkesbury town centre up the A46 from the motorway, the traffic lights at the bottom of the bypass near morrisons are changing too quickly, resulting in long ques of traffic leading back towards the motorway. A journey that would usually take me 2/3 minutes has taken me 15. Drivers are jumping the red light as only 3 or 4 cars are being let through before it changes back to red.
