Bin Not Fit For Purpose

The dog waste bin is very often full and overflowing. Would it be possible to change to a 'proper' bin that can take ordinary rubbish as well as dog waste? A bench is situated close by and this generates rubbish that has no where to be deposited... it is either left on the floor or pushed into the existing bin. Very many thanks
