Neighbour blocking pavement to cut his slabs

We have a disrespectful neighbour who seems to think its ok to block everyones access by putting a pallat on the ground and cutting his slabs for his own landscaping business when he has a drive he could be doin it on. hes constantly doing this everyweek including week ends and sundays making lots of noise , dust and obstructing the pavement with wires and a pallat and his tools .i had to wait till he stopped before i could walk in all his mess good job i never tripped. no respect for any of the neighbours we live in a quiet close
