Cafe and Foot Clinic dumping rubbish at the public bin

Cafe Lona and Hampden Foot Clinic continue to leave there rubbish at the public bin. The rubbish is always left overnight when birds, foxes and vermin spill the contents of the bags over the pavement. This happens EVERY night. It’s unsightly and in an area that already has a vermin problem this really doesn’t help matters. Should the cafe not have a designated and secure food waste bin and Rubbish bin? And not just dump these on the pavement.
