Hedge over grown pathway

The hedge outside number 22 Coleshill place has been left to overgrown the pathway, as you can see when the cars to the school park in the road the is very little space to get past the occupier is awhere of the problem as has not taken up any offer of help. it needs an "offical" to get then to do something.
