Fly tipping from the HMO on corner of Chase Street/Baker Street

Same problem reported last week and happens every single week, the residents dump their house rubbish by the box and it gets ripped and we have food and household waste spread across the footpath. Rats have been seen in area. This has been going on for well over a year and no one deals with the offenders. The councils response was to remove the bin they used to dump it by, but that's made things worse.
