Huge amount of flytipping

A family, who I can identify if required by council officials, have fly tipped a huge amount of rubbish and assorted junk outside the house of a vulnerable resident. I have spotted rats amongst this junk.

I cannot stress enough that they appear to have targeted this vulnerable resident who they know does not have the capacity to complain. Rats, as a carrier of disease, are a massive threat to the life of this vulnerable resident.

The council has a duty of care to act immediately in clearing this junk, and warning the resident, who I can identify if council officials would like to contact me.
