Replacement light pole sited incorrectly, forcing disabled / mothers with buggies into the road

Surrey County Council is in the process of replacing the ancient lightpoles, with new rust prone steel ones. The replacement light poles in Surrey, have been sited incorrectly, forcing disabled / mothers with buggies into the road. The Guidance for 'motorways and Trunk roads', is that that street furniture be placed 0.8 metres from the kerb. There are numerous lightpoles around Surrey, and in particular, Epsom, that follow this advice, but many do not. This guidance only applies to Motorways and Trunk Roads. Temple Road, Hook Road, High Street, Church Road, etc etc, are neither MOTORWAYS or TRUNK ROADS, and hence common sense would dictate light poles not be placed in the MIDDLE of a footpath, making it unusable to numerous members of the public. If footpaths are provided, I would assume they are there for pedestrian traffic unhindered, especially considering the health and environmental benifits of walking vs road transport. In short, the placement of street lighting etc, is unacceptable as it discriminates against the disabled.
