Sent to Torbay Borough Council less than a minute later. FixMyStreet ref: 5918400.

An abandoned recycling box at this point is being used as a public rubbish bin, it overflows and causes mess in the street. Seagulls also pull the rubbish out. Torbay Council never empty this bin. This is one of 4 abandoned bins that are causing mess issues in the area. Please also clear the rubbish from the gutters.
