Visual speed sign requires range adjustment

The visual speed indication device, located within the 30 mph village speed limit, is capturing approaching vehicles that are still legitimately travelling at up to 60 mph before the 30 mph signs. Today, my vehicle's speed was initially recorded as 51 mph, although as I entered the 30 mph limit it briefly recorded 28 mph before capturing the vehicle in the distance behind mine (and therefore in the 60 mph limit) at 48 mph.
If the purpose is to alert approaching drivers to the need to reduce their speed before entering the village that is entirely reasonable, but for any purpose of monitoring traffic speeds within the 30 mph limit (for example, to advocate for a lower speed limit) the data generated is unreliable, corrupted and should be dismissed.

I am carrying out some housekeeping works and I found this old report. This would not be a streetlighting issue. I would suggest that the best option initially, may be to go via the Parish Council
