Parking on pavements in ball rd

I'm a disabled person who lives in ball Rd,cf34bx.cars,people have been parking outside where I normally park my disabled car,these are using the rugby club in Hartland Rd,llanrumney,apparently they have shut their gates and the visitors are parking,littering etc in the surrounding area.with shopping I cannot get near to where I live with bags,I've had to walk with emphasymia and other conditions Saturday and Sunday,what's going on ?

Not fixed its happening now,sunday5/5/24 residents can't park outside their homes,buses,traffic can't get through,I did ask council to do something about this but said highways,pavements is nothing todo with them?I think it is?they said it's a police matter?

This still happens,mostly residents as they have no where else to park at their homes,but others do this aswell ,parking can get really bad if you want to be outside your home

Not fixed people who are attending the church of hope building next door to ball rd flats still parking on pavements,this has been going on for a while,this means that residents can't park outside where they live.also parking illegally this isn't a one off.

Parking outside ball road flats again on the pavement,people who live in the flats can't park anywhere near their homes,these are people who visit the church of hope in ball Rd,they block traffic also causing accidents but parking all up the hill to the flats
