Traffic lights stopping flows without reason

Sent to Fareham Borough Council less than a minute later. FixMyStreet ref: 5812286.

The new right turn to the West through the middle of the old gyratory had perfectly good waiting traffic sensing, so didn't hold traffic along the main A27 travelling West without reason. Now for some reason the lights are holding Westbound A27 traffic for longer whilst the right turn lane gets a green for non-existent traffic to move, on every cycle of the lights. A system failure or has some 'engineer' been reprogramming them again to cause delays as we had before along the A27?
