Traffic light sequence out and causing traffic jams

The traffic lights on the intersection of Hucclecote Road and Churchdown Lane/Carisbrooke Road is still causing major problems despite having originally been reported in February. There are now temporary traffic lights due to the Severn Trent works (disappointing given that the road has only just been resurfaced) but somehow these are only 3 way lights on a 4 way junction. Please could someone finally sort the traffic light sequencing out once the main lights are back up and running as this is causing traffic to back up from Top Shop on the corner of Churchdown Lane all the way down to the Wagon & Horses.
