Illegally park car

Sent to Cardiff Council less than a minute later. FixMyStreet ref: 5798312.

The car is parked on private land belonging to the 4 houses built there. The road isn’t council owned, so any damage to the tarmac would result in the homeowners having to pay. The car doesn’t have any insurance.
