Very overgrown shrub blocking parking

When we first moved o to The Grovelands, this was a small shrub (see picture 3). It has been completely out of hand for some time now. Parking is very difficult on the road and this overgrowth prevents an additional car being able be parked. As a result, residents often have to park 1 or 2 streets away. The bush is also home to a large mouse colony which is a health hazard for nearby homes.

Obviously us residents are hoping that this can be cut right back into a small shrub shape. Thank you!
