Flooding no access to pedestrian crossing and dangerous for me to go anywhere

I live at 16 Oaklands, Hook common, next to dominoes pizza. Every time we get heavy rain the whole of the crossroads junction gets flooded and it’s deep. I cannot attach all of the photos to show this. The water comes from a ditch next to dominoes. I therefore cannot get to press the button to cross the road each time. So have to run inbetween the cars, getting soaked at the same time by vehicles going through the flood. It’s an accident waiting to happen for either me or a vehicle. I cannot understand why the police/highways agency haven’t reported it.
