Overhanging tree Peel Crescent Bengeo Hertford

A tree at the edge of the grassed triangle on Peel Crescent joining Cumberland Close. Branches are over hanging the footpath at a low level and almost caught my elderly mother's face. I had to walk in the road as no room for two people to walk alongside each other, let alone a mum/dad with a buggy and children next to her/him. I'm guessing this has been a problem all winter and needs drastic pruning. Only noticed it when we walked around the roads as mum just out after 2 hip replacements. I certainly don't want her knocked over.
