Street lamp paint on car

After the new installation and painting of the street lamp, my car has paint all down the side that was facing the lamppost. The car was parked on my driveway, with the drivers side facing the post. I initially reported this to the wrong council and was informed it’s Oxford council that deals with the street lights here.

I have tried to clean the car on two occasions now and the paint isn’t coming off.

I’m sure a specialist would be able to remove it as they’ll have the right tools, knowledge etc…
