Dog mess and other rubbish continually left where bin used to be

There's used to be a bin here. Coffee cups, dog mess bags and other rubbish is constantly left here, often being blown into the canal. Been like this for at least two months.

    Whenever a bin is placed here it eventually gets set on fire and melted away, the site is still as it was reported back in March.
