Frequent blocking of vehicle(s) inside garage(s) with dropped footway

Local residents or customers of Raka Indian PFC Ltd are blocking garages with dropped footways at Wickes House, on Poplar High Street. There is a high occurrence of vehicles being blocked inside garages causing financial losses to residents through missed jobs or people unable to get to hospital appointments on time. This has occurred for many years. Polite requests to move a vehicle causing obstruction are often met with verbal abuse and refusal by the obstructing vehicle owner(s). Often times we have no idea who the vehicle owner actually is to actually ask that they move their vehicle. We would like to have natural enjoyment of our properties, rights to access our garages which we have duly paid for and be free to live without the fear of verbal abuse or threats whenever we make a reasonable and polite request to exercise our own rights.

Please could the council: 1. Remind neighboring residents of relevant legislation:

London Local Authorities and Transport for London Act 2003 c. iii Part 2 Parking Section 14 Parking at dropped footways (4)In the case where— (a)residential premises have a driveway which is not shared by other premises; and (b)the purpose of the dropped footway is to assist vehicles to enter or leave the road from or to the driveway,the relevant borough council or Transport for London, as the case may be, may not issue a penalty charge notice in respect of any breach of the prohibition under subsection (3) above unless requested to do so by the occupier of the premises.

2. Contact us in regard to painting H-bar lines outside our garages or paint/update other road markings the council may feel would be appropriate.

3. Have some kind of punishment/deterrent for owners of obstructing vehicles other than a PCN which requires use of valuable and limited police time. Such punishment can only be applied after reasonable photographic evidence and logs have been provided by the owner of the blocked garage. Call it an "Anti-social Community Charge" or something.
