Estate Agent’s Board Contravening Regulations

Surely this board cannot have deemed consent. (1) It does not have permission to be placed here (2) It is entirely unclear what it relates to (3) What does “Spoken For” relate to? The hedge? The hedge is maintained by a local grounds maintenance team. (The sign will just serve to obstruct hedge trimming) The hedge is not owned by any nearby house or flat owner. Surely it cannot be ‘spoken for’? Reference: The Town and Country Planning (Control of Advertisements) (England) Regulations 2007?
