Frilsham street needs resurfacing

The part of Frilsham street running from Hobbyhorse lane down to the allotments in Sutton Courtenay is full of potholes and needs resurfacing. The road does not look like it is cemented but I'm not sure if it is private either. It is used by residents, walkers, farmers and refuse collectors. Please can you confirm who is responsible for resurfacing this road.
