Constant rubbish, leaves and weeds at end of street and alley entry

Ppl have started dumping household waste,bottles of urine plus other rubbish in this entry for a while now and it's absolutely filthy as a result . The area is never cleaned and the leaves which all blow over from the park every year are still all stuck to the edges of kerbs etc from last Autumn.As a result the street drains are completely blocked and so not working. Contaminated water is spreading the waste all over when it rains,the weeds have not been cleared for ages also and there's a constant smell from several of the drains in this proximity.
