HMO at number 5 Duke street not enough bins

HMO at number 5 Duke street does not enough bins for the occupants, after one week their black bins x 2 are already overgflowing and dumping rubbish all over street. i called months ago to ask that this was addressed by providing the ghouse with more black bins but nothing has changed, and it is a hazard for my dogs who could eat anything they throw away that drops all over the street. Each household withint he HMO I think there are five dwellings needs to have enough landfill bin space or if they cannot or wont order more, they need to keep the bins not on the street 24 hours 7 days a week as they leave them on the pavement all the time, they dont take them in, hence they are always overflowing
