Location is alongside the canal, to the rear of the Eaton Hotel Beer Garden, there is a 'turning point' (double yellow lines) in front of the Binstore of Colchester House, The Square Chester Development.

Bins, large and small and both full and empty belonging to the wide alley of the City Road eateries, are constantly deposited on these yellow lines and the pavement and are left there for, at least, three or four days at a time. The consequence of this inconsiderate action is fourfold: (1) the Colchester House Bin store (large bins) is blocked and cannot be emptied by the Council contractors for the Development from this access point, (2) the pavements and gutters cannot be cleaned, (3) the waste material from the restaurants spills over onto the floor, is not cleared up and atttract vermin (H&SA hazard),(4) hinders large vehicles from using the turning point. eg fire appliances and in addition is very, very unsightly for both users of the recently developed, good area of the canal side and customers eating food in the adjacent beer garden of the Eaton Hotel. As a Director of the Development Company, I have reported this issue on three occasions now and hope that this report will result in action, if only street cleaning being carried out and the waste problems for the said eateries being monitored regularly so that compliance with the regulations (and common sense) is achieved and, in turn, results in keeping the area safe, clean and tidy . I have a jpeg of the scene yesterday with two private vehicles parked in the alleyway and three waste bins in the centre of the highway turning area but I can't attach it here. It demonstrates that the highway is spoilt along the, recently improved Canalside as people pass on their way to the new Waitrose, new Business Quarter etc.

The Development's own contractors cleaned the area a couple of weeks ago and it is not too bad today. However, the problem with the waste bins and their contents remains and still block the highway and prevent the street gutters to be swept at the turning area. Don't need a questionnaire but do want the problem solved.
