Double parked vehicles blocking road

This is a small cul de sac, people are double parking on both side of road, with vans and cars,blocking access to top of road. I have had 2 deliveries in the past month rejected by delivery companies as they cannot gain access up the road after half way up and then cancelled my delivery. This problem has been made worse as people working in the parade of shops at bottom of Hillside and living in the flats above the shops park up our road day and night. I am extremely worried if an emergency vehicle needs to get up our road this will not be possible and could cause unnecessary suffering! The road is blocked at ďifferant degrees depending on day and time of week. Yellow lines on one side would resolve this situation, caused by a few selfish people. This has got worse over the past 3 months.
