Pathways flooded every time it rains. Cannot walk on paths

I had to walk in the road with a pram today as the pathways flooded.

This happens every time it rains, but gets worse and worse each time. None of the drains manage to drain the rain, and they ALWAYS overflow

This is on both sides of the road, so I can't simply just swap to the other path
