Blocked drain outside of number 29

This drain has been blocked for a few years now and me (at number 27) and my neighbours at 25 and 29 have been making reports of this issue and nothing is beening done. Every time it rain it over fills and gets blocked up making it flood right upto mine and number 25 gates making it difficult for me and my children to be able to leave my house without walking through the water and getting our shoes and clothes wet. When the rain stops the drain will slowly drain down but very slowly and can take hours before the water has fully gone
