Caravan with rubbish, urine and active drug use

There is a caravan here which in itself isn't a problem. However the occupant(s) are regularly seen taking drugs around the caravan (snorting, using a crack pipe). This is an area with loads of children and seeing this on their walk to school isn't very nice. The caravan often has rubbish around it and there is always a trong smell of urine as you walk past. The occupant is also seen often wandering up and down Greenbank road completely of their head, opening taking drugs and acting erratically.
