Storm drain backed up and flooded out porch and hallway, requiring us to take up carpets.

We live at Flagstones, Park Lane. We are aware that the storm drain at the end of the lane was damaged and not repaired back in 2021, before we moved into this property. This morning, I walked from the living room into the front hallway to discover that the carpet was soaked through, as was the doormat in the porch. We have disposed of these and needed to mop up the excess water. We have purchased sandbags to alleviate any further potential flooding. Our neighbours, after seeing the damage, pointed out that water was coming from the front of their property. This is the first time they have encountered this but they confirm that this is evidence of blockage to the storm drain. In addition, this has led to the backing up of sewage in our own drains.
