Car completely blocking pavement

This car has consistently parked on the grass verge in front of my house. Today, when a different car was parked on the verge, the Kia parked across the pavement as shown. Both cars belong to support workers at a house opposite which is supported accommodation for three disabled adults. Notes on the windscreens and emails to the company who run the home have produced no response or action.
