Potholes everywhere, resulted in punctured side wall of tyre

There are potholes absolutely everywhere both on the intersection and as you go up the hill. Whilst turning in to drop my son off at nursery I struck the pothole right on the T of the intersection resulting in damage to my truer necessitating replacement. As modern cars do not have spares this meant leaving my car in the car park jacked with now wheel so that I could get one of my employees to come and pick me up, drive me to Weedon Rd in Northampton, spend £250 on a tyre and then be driven back. This process made me 3 hours late for work and also meant that I could not complete the school run. The standard of the roads in and around Wellingborough is shocking and dangerous. When potholes are fixed it is undertaken by 3rd party companies that NNC probably pay a fortune to do a second rate job. Total cost of this pothole to me; Tyre £250.00, lost earnings £360.00, total £610.00. Who should I make the invoice out to?
