Drain blocked and flooding when raining

Drain appears to be at least partially blocked as when it rains it overflows (see picture). All the run off from higher up bishop road comes to this one drain so it needs to work otherwise flooding happens quickly.

The flooding is getting worse and very close to breaching into the local garages. The drain further up bishop road is possibly also blocked as you can see from the picture there is a river running down the road and it is totally overwhelmed. Please can you deal with this ASAP before it escalates into flooding the buildings nearby?
