Charity people and sellers

Can something be done regarding the amount of student charity people, the talk talk sellers and the charity that stands outside whsmiths that seem to be same people as the talk talk but change charities every week. It's intimidating, annoying and rude the way they stand there and hassle you as you walk up town. It's like a cannonball run, you have to look ahead and work out a route to avoid them.
They are preying on the vulnerable and people who can't afford to really have £2 a month coming out of their banks when they probably have arrears and debts.
I have been meaning to complain for about a year. There has been no improvement at all since then. I know that in Cwmbran that they aren't allowed to approach or pester people like this as I as part of the housing benefit team in torfaen cbc had to give leaflets out to advertise a wealth and warmth event we were holding in Cwmbran. Why can't these rules apply here? Even my mum said she felt intimidated while walking through town! Something drastically needs to change, and these bullying people need to stop. Or in January they will start with the vanquis credit cards again outside Wilkos and poundland! Think they have the target audience there?!

We have a credit card company in our town ( Troon ) chasing people up and down the street shouting across the road to ask if you know what your credit rating is and standing in the road to stop traffic they are praying on some very vulnerable people as well

Ok, here ya go then...I was approached today by a rather pleasant chap, after asking if I was having a nice day, continued with his blurb, I did say I had NO credit cards and nor did I require any.....to this he told me I was off my head....everyone has credit and I really needed this to keep my score healthy...I again said no Ty...then he said ....not everyone qualifies...you will..I can offer you X amount..(won't say how much) free ....again...no.Ty.....I know they are on commission. But ffs. NO means No!!!
