Conygarth Way - Illegal overnight parking and leaving litter/human waste

For the last 6 months probably longer trucks have been illegally parking overnight on Conygarth Way at Leeming Bar. Apart from the noise issue at all hours which affects the local caravan park a significant amount of litter and some human waste has been left behind. Residents hoped that the opening of the Lorry Park at the top of Leases Rd would have helped even solved the problem but we have reports suggesting the issue remains. (The lorry park is only about 200m from Conygarth Way) The area was cleaned last week and 1.4ton of waste removed, sadly some waste was of the human variety, quite disgraceful as it sits so close to our community. We have logged offenders parking overnight so that action can be taken, but typically we get the run around as no department seems to want to take the responsibility, we feel the police could fix the problem very quickly. We need action on this asap before the area gets just as bad. Residents have asked me to pass on the relevant information and if necessary photographs. Please help us to clear up this on going and unpleasant matter. Thank you in anticipation.

Timely response, but apparently the problem cannot be fixed as the issue exists on private land (owned by the council. Would assume taxpayers money used.
Basically lorry drivers are allowed to park illegally, leave litter and human waste close to a caravan park and village properties. Disappointed in the department responsible shows a lack of respect to residents of Leeming Bar, something we are very used to.Posted anonymously at 20:01, Wed 7 January 2015

Timely response but sadly lacking ideas for resolution. Since last communication I understand the no overnight parking has fallen down or been taken down.
The area was cleaned up not that long ago but is just about as bad again, The Council keep on complaining about fly tipping but it seems it is encouraged on Conygarth Way, Leeming Bar.

An action plan has been produced which should solve the problem.

A robust action plan for the problem was put in place by HDC. So far the plan is having a positive impact.
We are optimistic about the situation and hopefully the authorities will see it through.
