Cars/ vans blocking the back ally

We have had a continuous problem with vehicles blocking the back alley to bold street which is preventing us from being able to bring our bins up for collection and being able to bring them back to our store room in a timely manner of a morning. As a result of this issue we have received a fine from the council. This issue is something we deal with on a daily basis. Resulting in disrupting our working day to keep checking whether we are able to collect our bins.
