Swing with chain attached to tree

This large swing has been erected by the householder that lives next to it. It is dangerously next to the concrete path and my fear is that a child may fall off it and injure themselves. Children are arriving muddy and late to school and it is an additional hurdle to get the children to school in the morning As they want to play on it. It is making the ground surrounding it muddy.
