Fence erected by council when bypass built is stating to fall

The fence is getting worse in each storm and it was erected by council when a555 bypass was built and there are horses in the field. Address is Ashmead farm, Ashmead lane, Bramhall sk12 1be and it’s on your left this fence as you turn onto Ashmead lane, I am concerned if the fence falls completely the horses could get out on to the busy road. I reported this to the councillor November last year and it’s gotten worse which is worrying
